Purpose
-------
Compare two directory snapshots from FOIA, declassification, public-record, or
other document releases. The tool hashes every file with SHA-256 and reports:

- added files
- removed files
- changed files at the same path
- unchanged files
- probable renames/moves when bytes are identical but the path changed

Why this exists
---------------
A 10,000-page "new release" can contain duplicates, reordered files, renamed
objects, genuine new pages, and changed redactions. Page counts alone are poor
version control. Release Diff turns the first pass into an auditable inventory.

Usage
-----
python3 release_diff.py OLD_RELEASE NEW_RELEASE > report.json

Optional JSON file:
python3 release_diff.py OLD NEW -o report.json

Optional CSV:
python3 release_diff.py OLD NEW -o report.json --csv report.csv

Ignore patterns:
python3 release_diff.py OLD NEW --ignore "*.DS_Store" --ignore "thumbs/*"

Exit codes
----------
0  no file-level delta
1  one or more added/removed/changed/renamed files
2  usage or input error

Important limits
----------------
This tool compares bytes. It does not decide whether a changed PDF contains a
meaningful new disclosure, whether OCR is accurate, or whether two different
files express the same claim. A byte-level delta is a lead for human review,
not a historical conclusion.
